Effects return False

Do Effects need to return True? or can they return False if they weren't Executed properly?

They don't need to but in the core libs I made them if there was a error like for Timers if the Timer didn't exist and you were trying to stop it.

Um Does that Mean if theres Several Effects in a Block. One of them returns false. the others won't be processed because the Block Exits?

Correct.  If any TriggerHandler returns false it breaks execution of that block.
